Rowdy students, garbage fires: Project L.E.A.R.N. racking up charges

After one week of the special London police project aimed at clamping down on student rowdiness in and around Fanshawe College, the University of Western Ontario and the Richmond Row area of London's core, police have already laid a slew of charges with the majority involving the city's student population.

Project L.E.A.R.N. was launched last week (Aug. 28) and already police have been busy cracking down, laying charges against 187 students and 65 non-students.

"The Project has just concluded its first week and officers laid a total 291 charges including 283 Provincial Offence Act charges and bylaw offences laid and nine Criminal Code charges laid," police said in a release issued Thursday (Sept. 3).

One of the most recent incidences concerned the arrest of a 17-year-old male from Etobicoke. Police said the youth was involved in a fight on Fleming Drive, in the area of Fanshawe College, which caused a large group of people to gather just after 1 a.m., Tuesday (Sept. 2).

"This male was charged with resisting arrest and causing a disturbance," police said. Officers are continuing to patrol the areas surrounding the Richmond Row area downtown, UWO and Fanshawe College, until the fall installment of Project L.E.A.R.N. wraps up Oct. 4.

Police are reminding everyone that London's noise bylaw is in effect 24-hours-a-day, seven-days-a-week, and an infraction carries with it an out-of-court set fine of $215 for each occupant of the residence involved. In addition, "subsequent police response could result in all occupants being summoned to court to answer in front of a Justice of the Peace with a maximum fine up to $5,000 for each person."

Police are encouraging citizens to report noise-bylaw violations, as it assists officers in enforcement efforts.

Another problem, particularly in the Fleming Drive area, concerns garbage being set on fire. Police are reminding citizens not to put out garbage prior to the actual pick-up day.

"Over the past week there have been incidents where garbage has been set on fire in the area of Fleming Drive," police said, adding these incidents are part of a continuing investigation.

"Today (Sept. 3) officers from the Community Services Unit will continue to attend residences surrounding the Fanshawe College area in order to educate residents and students about past problems and regarding police response to any future complaints or incidents. Students will also be educated on how they can protect their property from being the target of a break and enter. The purpose is to educate students so that their stay in London will be a positive and enjoyable experience," police said.

Where are the landlords in all this??? They have the legal authority to allow/disallow access of non-tennants into the rental unit. They are ultimately responsible for what happens on property then own. Why have they not been called to account on this???

This is the worst project ever. If you really wanted to enforce noise violations you would not hand out ridiculous noise tickets for police revenue. If you were that concerned about students why would you charge large fines to take there OSAP loans and what little money they have to put themselves through school. This is complete bullshit, london needs to take there head out of there ass and let people have fun.

If you have money to party, go to the bar. Disturbing others, such as young kids, not cool:) If you have the money to party and buy liquor and cig. then you can pay the fines!! The cops are doing a good job with this, you don't like it, leave the city!!

My two cents would be - your occupation and where one lives is not relevant i.e. doctor, student, truck driver, or nurse. The noise bylaw protects and serves everyone - such as student who may want to study at anytime of the day - a 6 year old in bed by 9pm, or a nurse who may need to sleep anytime of the day. If we allow a environment of noise anytime because it suits us and too bad for the neighbour - not only will that help destroy the community, but we will all be worse off.
